If you want a layer to conform to the shape of a layer: place it above the target layer, make sure it's the active layer by clicking its thumbnail and press Ctrl+Alt+G to create a Clipping Group. The parts of the top layer that fall outside the visible pixels of the target layer will be hidden.

So is that basically just like inverting the selection in psp, and then hitting the delete key?

Well, yes it gives the same result but the difference with the Photoshop method is it's not a permanent change; if you ungroup the layers they return to normal.
