Graphic Novel Filter
I was very impressed with the Graphic Novel Filter in Photoshop Elements and thought it was a shame it wasn't in the 'big' Photoshop. so thought it was time to do a quick workaround.

1 Duplicate your background layer, Desaturate it then open Filter Gallery; Poster Edges at settings 1/3/4; Film grain at settings 2/6/7 (this gets rid of some of the blockiness of the Poster Edges Filter) and OK
2 Duplicate this layer and set to Overlay (this will make the 'blotchy; black a solid colour) This can also be done with a Levels Adjustment Layer, using the black eyedropper on what should be a true black, but you don't get quite the same effect.
3 Make a Layer Mask for this to make the background less strong.
4 Duplicate your first layer, go to Filter Gallery; Cutout 2/1/2 and apply. this is to make your background more graphic like. Apply a layer mask to hide the effect on the person.
My image was quite large so settings may need to be lowered as necessary.

Very effective! I've also noted the lack of Elements' Graphic Novel feature, and this is a good workaround.
